SENIOR PROJECT ENGINEER:

• He/She  shall  monitor  and  analyze  the  project  development  and  its implementation, evaluation of Contractors’ claims on additional cost and time extension. Also, to identify problems and issues to be addressed and propose corrective actions. The Senior Project Engineer shall also liaise with relevant parties in ensuring follow-up actions.
• The Consultant shall assist the Project Manager in managing the project by identifying and initiating remedial actions to avoid or mitigate implementation delays, cost overruns, poor quality of studies, designs and works, unmitigated environmental impacts, social misconduct and other problems. He shall also; 
  • Review of drawings and  associated  designs and all project documents for technical assurance and suitability.
  • Coordinate with the TRC Safety team to ensure safety assessment in design and construction.
  • Coordinates   activities   related   to   budgeting,   progress   reports,   financial statements, and preparation of related documents/reports during the implementation of the project.
  • Coordinate and participate in field missions, including the provision of guidance to external consultants, Bank officials, government officials and other parties.
  • Collaborate with the project manager in assisting TRC in tracking variation orders, addressing delays in performance and the reasons for them, troubleshooting problems, and completing work.
  • Support TRC in the verification and monitoring of costs of services and works.
  • Collaborate with the project manager in assisting TRC in completing orderly and comprehensive closeout of contracts and contract files.
  • Collaborate with the project manager in assisting TRC in the determination of the Contractors’ claims, and determination of the dispute and advise TRC accordingly. 
  • Prepare and submit to  the project manager, weekly and monthly progress reports.

Qualification and Experience:

Senior Project Engineer must be a registered Civil Engineer with a degree in Civil Engineering or equivalent qualification. Postgraduate qualifications in Railway Engineering are an added advantage. He/She must have at least 10 years of cumulative experience in the design, construction or maintenance of Civil / Railway Engineering and in Project management. He/She should have experience in using modern management software and tools for project management. He/She must have participated in projects of similar nature for at least five (5) years in the last ten (10) years. In addition, He/She must have a working experience at least of two (2) years in Sub-Sahara Africa. Previous working experience or involvement in railway safety and in World Bank or donor- funded projects is an added advantage. Fluency in written and spoken English is mandatory.
